Information for Section 8 Landlords

More than 500 landlords who own properties throughout Yamhill County participate in our Section 8 program. Our partners range in size from large property management companies to private owners with as few as one or two rental properties. Our goal is to make landlord participation in our Section 8 program as simple as possible through timely inspections, quick lease-up, prompt customer service and, most importantly, guaranteed rent payments!

All in all, our Section 8 program adds an additional $8 million to the rental market in Yamhill County every year!

How it works

Once a participating family has selected, is qualified for and has leased up in a unit, we must inspect the unit once per year for life, health and safety issues. Other than that, we step out of the picture and are not involved in the tenant/landlord relationship. Section 8 tenancies are just like any other private market tenancies in most respects, except that we pay part of the rent.

Violence against Women Act (VAWA)

A federal law that went into effect in 2013 protects individuals who are victims of domestic violence, dating violence, sexual assault, and stalking. The name of the law is the Violence against Women Act, or “VAWA.” This notice explains your obligations under VAWA.

Section 8 Ownership Reporting Guidelines

HAYC requires the following information from all owners for properties new to Section 8, or for a change in ownership for an existing Section 8 assisted unit:

  • Current W-9 work sheet.

  • Owner basic information sheet.

  • Proof of ownership: Copy of the front page of Escrow statement with buyer and seller information (including date of sale) or property tax statement, except in the case of death when a death certificate may be required.

  • If the owner is using a management company, a copy of the signed management agreement between the owner and management company.

  • Direct deposit enrollment form with voided check or letter from bank stating routing number and account number is required to establish a new owner account.

  • If there is a power of attorney, a copy of the power of attorney documents are required.

All owner changes must be submitted in writing. No changes will be accepted verbally.

The Housing Authority of Yamhill County will verify the match of any new name and SSN/EIN/Tin numbers supplied using the IRS database. If they do not match, HAYC will contact the owner in order to determine why they do not match. If a mismatch cannot be resolved, payments will be held and withholding taxes may be applied.

Housing Assistance Payment checks/direct deposits are made payable to the owner. If there is a management company arrangement, the checks will be made payable so that  either the owner or the management company can deposit the check.

Information Update 

If you need to change management company information or have checks and correspondence sent to different addresses. Note: If you have a management company handling your rentals for you, or if you are changing management companies, we must have a copy of your signed management agreement with them before we can release any information or change payment arrangements.

IRS W-9 

Tax form necessary for landlords who are new to us. This form is mandatory, as required by the IRS, to generate proper 1099 income reporting forms at tax time.
