Housing Choice Voucher Rental Assistance Program

The HCV Program (Section 8) allows eligible families to find their own rental unit in the private housing market. The family pays a portion of the rent and utilities (equal to 30 percent of their adjusted monthly income), and the Housing Authority pays the balance. Both our payments and the tenant's are made directly to the landlord. We pay our portion of the rent as long as the tenant lives in the unit and is program eligible, and the remainder of the tenancy is between the landlord and the tenant.

The goal of the Section 8 HCV program is to give people access to private market housing in a situation as close to an unsubsidized tenancy as possible. Landlords choose to whom they rent and can use their own lease. We pay the rent as long as the tenant lives in the unit and is eligible, and the rest of the tenancy is between the landlord and the tenant.

The Housing Authority has a contract with HUD, which provides funding for the program. The Section 8 HCV program is HUD's largest housing program nationwide. Our HCV wait list is currently 3-4 years.

Family Self-Sufficiency

The Family Self-Sufficiency (FSS) program Empowers participants to reach their goals by one-on-one support, resources and by providing a savings/escrow account.

What is the Family Self-Sufficiency Program?

The FSS program is 5 year voluntary program that is available to qualified households who are currently participating in the Housing Authority of Yamhill County’s Housing Choice Voucher program (Section 8).

Housing Choice Voucher - Home Ownership (HCVH)

The Housing Choice Voucher for Homeownership (HCVH) Program: Instead of assisting you in your monthly rent to a Landlord, this program assists you with your mortgage payment! This program helps increase the amount you are qualified to borrow making first time home ownership a reality for lower income families.

FINANCIAL EMPOWERMENT SERIES
This four part weekly series is taught by Resource Center staff and helps individuals learn more about handling their finances. The class covers topics such as financial goal setting, budgeting, credit and savings.

READY TO RENT©
This is a 6 part class held over 3 weeks. It is geared toward those who are working to overcome a bad rental history. The class teaches such skills as how to discuss past issues, dispute resolution, and how to be a good tenant.

HOUSING CHOICE VOUCHER HOMEOWNERSHIP (HCVH) ORIENTATION
This is an orientation for current Housing Choice Voucher clients who are interested in learning how they may be able to use their voucher to help pay a mortgage.

KEYS TO SUCCESS
This class is geared toward those who have recently become homeowners or will become homeowners in the near future. Participants learn about post-purchase budgeting, home repair, working with contractors, and insurances.

Foreclosure Mitigation Counseling

Facing the potential loss of your home to foreclosure can be a frightening and overwhelming experience. The Yamhill Housing Resource Center offers free foreclosure counseling to anyone in need. In addition to our free foreclosure counseling, we also work with the Oregon Homeownership Stabilization Initiative (OHSI)

Housing Rehabilitation Loan Program

The Housing Rehabilitation Loan Program is designed to assist low to moderate-income homeowners in making needed repairs to their owner occupied residence. You, or someone you know, may qualify for a zero (0%) to two percent (2%) home repair loan. The standard loan of $15,000 can be increased up to $25,000 if the need for repairs is justified and adequate equity is established. Funds are limited.

This program improves the overall livability by addressing health and safety issues and upgrading materials to convert to a safer, more energy efficient/affordable home to live in.  Priority is placed on the repairs needed to make the home safe and to prevent further deterioration and escalated costs if left unattended.  Typical examples of these projects include new roofs, new windows, new electrical wiring, heating system repair/replacement, septic systems etc.

Home Rehabilitation Grant Program

This program is only available when grant funds are available and is subject to specific award criteria. 

Grants cannot exceed $15,000.00, or the actual cost of approved repair items.  Allowable repair items will only be for the correction and improvements of immediate health and safety issues, or modifications necessary to address the needs of elderly or disable household members.
